BACKGROUND

Lao PDR located in the South East of Asia continental. Around  Laos are China, Vietnam, Cambodge, Thailand and Birma. Laos is a member of ASEAN (Assembly South East Asian Nation)

Electricite du Laos (EDL) was established in 1959 as a small production unit which served the centre of the Capital Vientiane. It started expanding during the period from 1966 to 1971, when Phase I of NamNgum 1 hydropower project  (30MW) was completed. The Total cost of the project at time was US$ 28 Million (local contribution was US$ 1 Milion), under the NamNgum 1 Development Fund Agreement 1966, funded by the World Bank. At the same time, the Federation of Germany (loan KFW) provided a loan of DM 30.1 Million to install Diesel generators (8 MVA) at  Sokpaluang, and to install a power network in Vientiane.

From 1975 to 1985, following the establishment of the Lao People’s Democratic Republic (Lao PDR), the Government has underlined the importance of the development of the power system, encouraging EDL to develop its capacity with activities such as Phase 2 of the NamNgum 1 Hydropower Plant, installing an additional 2×40 MW. This project was implemented with the assistance of friendly countries, under the Second  NamNgum 1 Development  Fund agreement, amounting to US$ 49 Million, managed by the Asian Development Bank. The Project was completed in 1978. Subsequently, a third phase installed an additional 1×40 MW, under a loan from the World Bank and OPEC. This project was completed in 1984.

From 1985 to 1990, EDL received a grant from SIDA(SWEDEN) and loans from the World Bank and Asian Development Bank to Develop power project in the Southern provinces including Xeset 1 Hydropower Dam of 45 MW (Costing US$ 42 Million with US$ 2 Million contributed by the Lao Government), 115 kV transmission lines from the Dam to the Lao-Thai border, and the medium and low voltage network in Savannakhet, Champasak and Saravan, costing US$ 25.8 Million. In the meantime, in the Vientiane plains, the Asian Development Bank offerd a US$ 10.6 Million loan for a rural electrification project to install a 22/0.4 kV network (VPRE I involved US$ 4.3 Million and VPRE II another US$ 6.3 Million).

From 1992 to 1995, EDL received a loan of US$ 50 Million from the  Asian Development Bank for the Nam Song Dam project to divert that river into the NamNgum Reservoir (US$ 31 Million) and for the 115 kV Thalat-Luangprabang Transmission Line (US$ 19 Million).

Additionally, ther was technical assistance from overseas to carry out the feasibility studies and surveys for power project in many regions such as NamNgum 2 NamNgum3  NamNgum 5  NamLik ½ , NamLik 1,  NamLeuk,  NamMang 3 ,  NamNgiep,  Nam Tha,  Nam Ou,  Nam Gnone,  Xepone 3, Xedone 2,  Xebangnuane 3, Xelanong 2, Huay Champi, Nam Theun 1, Xeset 2, Xeset 3,  Xepian-Xenamnoy,  Xekhaman 1, Xekhaman 3,  HongSa ,  Huaykatam,  Xekong 3,  Xekong4, Xekong 5 NamFa, DoneSahong,  NamTheun3,  NamKong3,   NamXanh 3,  Nam Beng etc.

All surplus energy produced has been exported to Thailand and others ASEAN countries for foreign currency income, to contribute to the socio-economic development of Lao PDR in accordance with the policy of the Party and the Government.

Since the period 1986-1995 which was the time of transition in economic development to the new mechanism, market-oriented economics, EDL has widely extended its responsibilities. The Government has authorized it to manage additional provincial divisions, and to co-operate for investment with foreign agencies to undertake the Build-Operate-Transfer(BOT) hydropower projects assigned by the Government, including NamTheun 2, Theun-Hinboun  and HouayHo.
